It turns out that this also causes a 403 sometimes (only on our prod environment, Win Server 2008 R2 running .NET 4.5.1, MVC 5 in a VS2013 project. I searched internet a lot to find the exact issue and the solution that I found is to enable "Directory Listing" for the web site, similar guidance will be shown on What about localhost?
