In IIS, go to the Application Pools under the Server, then find the correct Application Pool for your web site, and click on it. After a bit of troubleshooting I was able to find a event in the event log that led me in the correct direction. If the service is running, restart it.

Issue resolved.
I dont know what caused this issue, but the DefaultAppPool was stopped on my system. The application pool identity has wrong account name or password. Source
