Note that the bad behaving statement (the first CloseFile in this example) can be located somewhere else, even completely outside of your code in another component.

I say "overtly" because I do have a slight suspicion that anti-virus (TrendMicro in my case) might be the cuplrit here (so maybe the file is in use). Please check if it is on this function.
